The only answers I can think of are either for privacy issues or if the parties involved in the accident have agreed to appropriate compensations. In other words, the people involved don’t want to take it to court or press charges.
a traffic accident report is evidence that could be used against you later if the guy you got into an accident with decides to sue you. Without the report, it’s your word against theirs, so if you are at fault, not having a report might work for you.
